How about, if you don't pay a monthly faction tribute of 500 dollars, yer allegianced faction will give the town no protection whatsoever, and they will no give you support if it gets looted. That seems rather fair. And also, how bout this: Kings are longtime mayors from Obsidia (Jawa and Paper are prime candidates), and they rule the three capitols.
