If we do the Blacklist thing, a way to make it EXTRA special is Denizens with 75+ hours get it instead of all.

Well, Viper never did give the blacklist bypass... but we're weak right now due to the griefing incident, and I think we should repair the Flatworld before letting lose demonic powers such as these.
