Who knows? It's currently very glitchy, so Jeb is still developing it. It's not even implemented in the game yet... we only found it lurking around in the .class files of Minecraft. Maybe he'll allow it to pass through bedrock... it is classified as Undead (healing potions damage it, and damage potions heal it) and looks very ghostly in figure. It's all logical speculation, really.

JUST IN: The Wither will attack other hostile mobs if provoked, but not if the hostile mob is another Wither. When a Wither accidentally hits another Wither, it will simply ignore it. But if a skeleton or zombie hits the Wither, it will completely anihallate the skeleton/zombie/creeper/endermeanie. The creature is not damaged by snowballs, which further disproves that it is not of the Ender species.[hr]
I'm of course not sure if it'll spawn in the empty space above the Nether. I merely guessed this, because it emits Void particles.
