Lead Admins and Admins can't promote or demote anyone

This may be an issue on my end, but then again it could be a bug in the perms. I understand blocking Voxel Snoipah, but we kinda need at least limited access to PermissionsEx

1.Using /pex user [Player] group set [Rank]
2.Using /pex help
3.Using pretty much any /pex command

I was expecting Pablo to be promoted to moderator because he earned it. I got the lovely light red error message saying "Sorry, you don't have enough permissions" and "Not enough permissions for group moderator.:

Minority, are you sure you weren't using your alt account? Bacon has the same permissions as you.

Viper, Zahn couldn't either. Assuming Admins can promote/demote.

EDIT: And I can confirm it was not Min's alt.

Well that's just weird.

Basically it goes like this,

Archmod and promote/demote a Mod, but not ArchMod.
Admin can promote/demote all ranks but Admin and LeadAdmin.
LeadAdmin is the same, but they can promote/demote Admins.

Basically, each rank can change all those below theirs, but not their own.
And when I changed it to this, none of you complained about it not working.. I'm not sure what's changed.
